پاکستان کے قومی جانور مارخور کا شکار کرنے والے شکاری کو 6 ماہ قید ،سوا لاکھ جرمانہ

ہنزہ میں پاکستان کے قومی جانور مارخور کا شکار کرنے والے اناڑی شکاری کو 6 ماہ قید کی سزا سنادی گئی۔ تفصیلات کے مطابق چند دن قبل ہنزہ میں ایک اناڑی شکاری کے ہاتھوں غیر قانونی شکار کے دوران زخمی ہونے والا مارخور دریا میں گر کر ہلاک ہو گیا تھا۔ جس پر شکاری کو چھ ماہ قید کی سزا کے ساتھ ساتھ مجموعی طور پر 1 لاکھ 25 ہزار روپے کا جرمانہ بھی عائد کیا گیا ہے۔جبکہ شکاری کی رائفل بھی ضبط کر لی گئی ہے۔ محکمہ جنگلات کے حکام نے بتایا کہ کہ ہنزہ میں مارخور کا غیر قانونی شکار ثابت ہونے پر ملزم کو 6 ماہ قید کی سزا سنائی گئی ۔ اسسٹنٹ کمشنر ہنزہ نے ملزم کو 20 ہزار روپے کا جرمانہ بھی کیا، جب کہ اس کی رائفل بھی ضبط کرنے کا بھی حکم جاری کیا گیا۔محکمہ جنگلات نے بتایا کہ ملزم پر مزید 1 لاکھ 5 ہزار روپے جرمانے کی سزا بھی عائد کی گئی ہے، جرمانے کی عدم ادائیگی کی صورت میں ملزم کی قید میں مزید 6 ماہ کا اضافہ ہو جائے گا۔یاد رہے کہ دس دن قبل چترال میں واقع نیشنل پارک میں شکاری کے اناڑی پن اور محکمہ وائلڈ لائف کے عملے نے قومی جانور کو بدترین سلوک کر کے مار ڈالا تھا۔ مارخور اناڑی شکاری کی گولی کا نشانہ بننے کے بعد زخمی ہو گیا ،جسے پکڑنے کی کوشش کی گئی اور رسیوں سے بھی جکڑا گیا، وائلڈ لائف کے رضاکار اس پر چڑھ کر بیٹھ گئے لیکن مارخور ان کے چنگل سے بھاگ گیا اور جان بچانے کے لیے دریا میں چھلانگ لگائی جس کے باعث ہلاک ہو گیا۔خیال رہے کہ پاکستان کے قومی جانور مارخور کی نسل معدومی سے بچانے کے لیے قانونی شکار پر مبنی ہنٹنگ ٹرافی کا اجرا کیا گیا ہے جس کے تحت ایک مارخور کا شکار ایک لاکھ ڈالر فیس کے عوض کیا جاسکتا ہے۔ حال ہی میں امریکی شکاری نے قانونی شکار کے تحت 1 لاکھ ڈالر فیس کے عوض مارخور شکار کیا تھا۔فیس کی رقم سے 80 فیصد مقامی کمیونٹی جبکہ 20 فیصد حکومت کو ملیں گے۔خیال رہے کہ مارخور کے شکار کے لیے ٹرافی ہنٹنگ کے نام پر حکومت کی جانب سے شکار کا پرمٹ جاری کیا جاتا ہے۔ مارخور کے شکار کی قیمت ایک کروڑ سے ڈیڑھ دو کروڑ تک ہو سکتی ہے۔ ہر سال مارخور کی شکار کے لیے ہنٹنگ ٹرافی کے لیے بین الاقوامی سطح پر بولی ہوتی ہے، جو شکاری سب سے زیادہ بولی دیتا ہے اسی کو شکار کا لائسنس دے دیا جاتا ہے۔

معانی جس نے بخشے ہیں 
نئے کچھ اِستعاروں کو 
عجب جادو ہے اُس دریا میں اور اُس کے کناروں میں 
اگر اپنی طرف سے آکے میں تم کو پکاروں تو
مری آواز تم کو اِس قدر نزدیک سے آتی
ہوئی محسوس ہوگی
جس طرح میں پاس ہوں اتنی کہ تم چاہو
تو مجھ کو بازؤں میں بھر بھی سکتے ہو
میرے کانوں میں چپکے سے وہ باتیں کر بھی سکتے ہو
وہی باتیں جو جانے کب سے کہنا چاہتے تھے تم ۔ !!

کہو نا ۔ ۔ ۔ سُن رہی ہوں میں
اگر تم جاننا چاہو کہ ایسا کس طرح ممکن ہے تو آؤ
وہیں اپنے کنارے پر کھڑے ہو کر مرے بارے میں کچھ سوچو ۔ ۔

ھمیشہ مشکلات میں دوسروں کا مدد کیا کریں

جب مشہور برطانوی بحری جہاز ٹائی ٹینک حادثے کا شکار ہوا تو اس کے آس پاس تین ایسے بحری جہاز موجود تھے جو ٹائی ٹینک کے مسافروں کو بچا سکتے تھے۔۔
سب سے قریب جو جہاز موجود تھا اسکا نام سیمسن (Samson) تھا اور وہ حادثے کے وقت ٹائی ٹینک سے صرف سات میل کی دوری پہ تھا۔ سیمسن کے عملے نے نہ صرف ٹائی ٹینک کے عملے کی طرف سے فائر کئے گئے سفید شعلے (جو کہ انتہائی خطرے کی صورت میں فضا میں فائر کئے جاتے ہیں) دیکھے تھے بلکہ مسافروں کی آہ و بُکا کو سُنا بھی تھا۔ لیکن کیونکہ سیمسن کے عملے کے لوگ غیر قانونی طور پہ انتہائی قیمتی سمندری حیات کا شکار کر رہے تھے اور نہیں چاہتے تھے کہ پکڑے جائیں لہذا ٹائی ٹینک کی صورتحال کا اندازہ ہوتے ہی بجائے مدد کرنے کے وہ جہاز کو ٹائی ٹینک کی مخالف سمت میں بہت دور لے گئے۔
یہ جہاز ہم میں سے ان لوگوں کی نمائندگی کرتا ہے جو اپنی گناہوں بھری زندگی میں اتنے مگن ہو جاتے ہیں کہ ان کے اندر سے انسانیت کا احساس ختم ہو جاتا ہے اور پھر وہ ساری زندگی اپنے گناہوں کو چھپاتے گزار دیتے ہیں۔

دوسرا جہاز جو قریب موجود تھا اس کا نام کیلیفورنین (Californian) تھا جو حادثے کے وقت ٹائی ٹینک سے چودہ میل دور تھا۔ اس جہاز کے کیپٹن نے بھی ٹائی ٹینک کی طرف سے مدد کی پکار کو سنا اور باہر نکل کے سفید شعلے اپنی آنکھوں سے دیکھے لیکن کیونکہ وہ اس وقت برف کی چٹانوں میں گھرا ہوا تھا اور اسے ان چٹانوں کے گرد چکر کاٹ کے ٹائی ٹینک تک پہنچنے میں خاصی مشکل صورتحال سے دو چار ہونا پڑتا لہذا کیپٹن نے اس کی بجائے دوبارہ اپنے بستر میں جانا اور صبح روشنی ہونے کا انتظار کرنا مناسب سمجھا۔ صبح جب وہ ٹائی ٹینک کی لوکیشن پہ پہنچا تو ٹائی ٹینک کو سمندر کی تہہ میں پہنچے چار گھنٹے گزر چکے تھے اور ٹائی ٹینک کے کیپٹن ایڈورڈ اسمتھ سمیت 1569 افراد موت کے گھاٹ اتر چکے تھے۔
یہ جہاز ہم میں سے ان افراد کی نمائندگی کرتا ہے جو کسی کی مدد کرنے کو اپنی آسانی سے مشروط کر دیتے ہیں اور جب تک حالات حق میں نہ ہوں کسی کی مدد کرنا اپنا فرض نہیں سمجھتے۔

تیسرا جہاز کارپیتھیا (Carpathia) تھا جو ٹائی ٹینک سے 68 میل دور تھا۔ اس جہاز کے کیپٹن نے ریڈیو پہ ٹائی ٹینک کے مسافروں کی چیخ و پکار سنی۔ صورتحال کا اندازہ ہوتے ہی باوجود اس کے کہ یہ ٹائی ٹینک کی مخالف سمت میں جنوب کی طرف جا رہا تھا، اس نے فورا اپنے جہاز کا رخ موڑا اور برف کی چٹانوں اور خطرناک موسم کی پروا کئے بغیر مدد کے لئے روانہ ہو گیا۔ اگرچہ یہ دور ہونے کے باعث ٹائی ٹینک کے ڈوبنے کے دو گھنٹے بعد لوکیشن پہ پہنچ سکا لیکن یہی وہ جہاز تھا جس نے لائف بوٹس پہ امداد کے منتظر ٹائی ٹینک کے باقی ماندہ 710 مسافروں کو زندہ بچایا تھا اور انہیں بحفاظت نیو یارک پہنچا دیا تھا۔ اس جہاز کے کیپٹن کیپٹن آرتھر روسٹرن کو برطانوی نیوی کی تاریخ کے چند بہادر ترین کیپٹنز میں شمار کیا جاتا ہے اور ان کے اس عمل پہ انہیں کئی سماجی اور حکومتی ایوارڈز سے بھی نوازا گیا تھا۔

یاد رکھیئے، ہماری زندگی میں ہمیشہ مشکلات رہتی ہیں، چیلنجز رہتے ہیں، لیکن وہ جو ان مشکلات اور چیلنجز کا سامنا کرتے ہوئے بھی انسانیت کی بھلائی کے لئے کچھ کر جائیں انہیں ہی انسان اور انسانیت یاد رکھتی ہے۔

رشوت کا داستان

*ایک نالائق شخص وزیر تعمیرات بن گیا۔ وہ اتنا نالائق تھا کہ اسے رشوت وصول کرنے کا بھی سلیقہ نہ تھا۔*

*اس کے پاس ایک ٹھیکیدار آیا اور ایک فائل پر منظوری کے عوض بیس لاکھ روپے دینے کا وعدہ کیا۔ وزیر نے آؤ دیکھا نہ تاؤ‘ جھٹ سے فائل منگوائی اور اس پر Approved لکھ دیا۔*

*اب فائل منظور ہو گئی مگر ٹھیکیدار کہیں نظر ہی نہیں آیا۔*

*دو چار دن انتظار کرنے کے بعد وزیر بہت پریشان ہوا کہ اب کیا کرے؟*

*اسی اثنا میں اس کے چپڑاسی نے اپنے وزیر کا اُترا ہوا چہرہ اور طبیعت کی بے کلی دیکھ کر اندازہ لگایا کہ کچھ گڑ بڑ ہے۔ وہ وزیر کے پاس آیا اور رازداری سے کہنے لگا*
۔
*حضور! ہوں تو میں چپڑاسی مگر کافی عرصہ سے یہ وزارت میں ہی چلا رہا ہوں۔ آپ مجھے اپنی پریشانی کی وجہ بتائیں‘ میں کوئی حل نکال دوں گا۔*

*وزیر نے کہا فائل اپروو کر دی ہے مگر اب ٹھیکیدار ہاتھ نہیں آرہا۔*

*چپڑسی نے کہا فائل واپس منگوا لیں۔ وزیر نے کہا اب اس پر کٹنگ کس طرح کروں؟*

*چپڑاسی نے کہا جناب پریشان نہ ہوں‘ کوئی کٹنگ نہیں ہو گی۔*

*فائل واپس آئی۔ چپڑاسی نے کہا آپ اس Approved سے پہلے Not لکھ دیں۔ مقصد پورا ہو جائے گا اور کوئی کٹنگ وغیرہ بھی نہیں ہو گی۔*

*وزیر نے ایسا ہی کیا۔ اب ٹھیکیدار کو پتہ چلا تو بھاگا بھاگا آیا اور بیس لاکھ روپے کا بریف کیس پکڑایا۔*

*اب وزیر پھر پریشان ہو گیا اور پھر چپڑاسی کو بلایا کہ اب کیا کروں؟*

*چپڑاسی بولا جناب عرصہ ہوا یہ وزارت میں ہی چلا رہا ہوں۔ آپ نے فائل پر جہاں Not لکھا ہے وہاں ''ٹی‘‘ کے بعد ''ای‘‘ لگا دیں۔*

*یعنی Not کو Note بنا دیں۔ اب یہ ہو گیا*
